    UCC’s New AI Task Force Sparks Online Debate Over Lack of Youth Inclusivity

    Are they Too Old to Represent the Future of Tech?

    The Uganda Communications Commission (UCC) has today announced the formation of an AI task force to explore the potential of artificial intelligence (AI) in the country. While the initiative has been welcomed by some, the composition of the task force has raised concerns among some stakeholders, particularly the youth, who feel that the group lacks diversity and representation of younger generations.

    The task force, comprised mainly of experts from within the UCC and academia, has been tasked with developing a comprehensive concept note on artificial intelligence, covering various aspects such as regulation, ethics, and potential applications. UCC Executive Director, Hon. Nyombi Thembo, emphasized the transformative power of AI and the need for the regulator to stay ahead of the curve in advising the government.

    However, the announcement has sparked a lively debate on social media, especially on X, with many young Ugandans expressing their disappointment over the lack of youth representation on the AI task force. Some argue that the exclusion of young people, who are often at the forefront of technological innovation, could hinder the development of effective AI policies and strategies.

    Critics point out that AI is a rapidly evolving field, and younger generations are more likely to possess the up-to-date knowledge and skills necessary to navigate its complexities. They argue that a more diverse task force, including individuals from different age groups, backgrounds, and industries, would be better equipped to understand the unique challenges and opportunities presented by artificial intelligence in Uganda.

    Furthermore, some have questioned the selection process for the task force members, raising concerns about potential biases and lack of transparency. They call for a more inclusive and merit-based approach to ensure that the task force truly represents the diversity of perspectives and expertise within the Ugandan AI community.
    On his X platform, UCC Ed confirmed the names of the members of the force to include;

    • Dr. Hilary Kasedde (Phd) IT Expert
    • Dr. Smith Mugume ( Phd) IT expert

    • MR. Bakakimpa, ( Head Cyber Security, UCC)
    • Mr. Ssengendo, Electrical Engineer and Principal Personal Assistant to UCc
    • ED ENG. Mujuni, Electrical Eng and ICT Expert,
    • Head of Technical Services, UCC
    • Eng Mayanja ICt expert, Head of Research, UCC
    • Dr. Salaam Waiswa, Head Legal, UC
    • Mr. Kaggwa, Head of Content, UCC.

    Despite the criticism, the UCC can come out to clarify on X that the AI “task force is actually dominated by young people. Not everyone you see in the photo is a member”. A comment that sparked further debate on X. UCC maintains that the AI task force members were selected based on their expertise and experience in the field of AI. The commission has also expressed its willingness to engage with stakeholders, including young people, to ensure that their voices are heard in the ongoing discussions about AI.

    While the debate over the composition of the UCC’s AI task force continues, it highlights the importance of diversity and inclusion in shaping the future of technology in Uganda. As AI becomes increasingly integrated into various aspects of society, it is crucial to ensure that all stakeholders have a seat at the table and that their perspectives are considered in the development of policies and regulations.
